1. Payroll and Benefits total 76% of budget. Need to address it and reduce this cost as a percentage of the budget.
2. $120 Million debt and the $12 Million annual debt service payment. Need to address it and have some long term plan to pay off this debt.
3. Pension contributions, based on salaries and Pension Formula. Need to address it and see how these costs are going to be paid on a long term basis.
